BENS Issue Paper: Private Partnership, Public Safety
America faces a complex and evolving public safety landscape, where threats are increasingly decentralized, locally driven, and often aimed at soft, privately owned targets. Incidents in Charleston, San Bernardino, and Orlando underscore a troubling reality: traditional, top-down approaches alone are no longer sufficient. Addressing today’s threat environment requires stronger, more integrated partnerships across government and industry—built on shared awareness, speed, and adaptability. As in the private sector, where organizations have embraced flexible, technology-enabled networks to respond to dynamic markets, public safety efforts must evolve toward a more connected, responsive model.
This report explores how a networked approach—linking the private sector, fusion centers, and state-level homeland security leadership—can strengthen the nation’s ability to prevent and respond to threats. By identifying key nodes within the public safety ecosystem and addressing barriers to coordination, resourcing, and information sharing, BENS offers a framework to enhance collaboration without prescribing rigid solutions. Grounded in private sector expertise and informed by years of engagement on domestic security challenges, this work highlights how a more integrated, networked system can improve visibility, accelerate response, and ultimately make communities safer.
