Please join BENS for an important conversation over lunch with Mr. Noah C. Kanter, Director for War Plans and Planning Guidance under the Deputy Assistant Secretary of Defense for Plans and Posture.
In this role, he leads the team responsible for providing civilian oversight of our national war plans and managing civilian-military dialogue across a range of issues regarding the Department’s planning for major conflicts. Prior to this position, Mr. Kanter was the Deputy Director for Counterterrorism Policy under the Assistant Secretary of Defense for Special Operations and Low-intensity Conflict (SOLIC). He previously served as the Strategy Branch Chief in the Directorate of Intelligence Strategy, Policy, and Integration and as the Strategy and Policy Officer in the Directorate of Cyber Capabilities, both with the Under Secretary of Defense for Intelligence.
In 2010, Mr. Kanter joined the Department of Defense as a Presidential Management Fellow in the Office of the Sectary of Defense. Before becoming a civil servant, Mr. Kanter was a Cavalry Officer in the U.S. Army. He was stationed in Schweinfurt, Germany with the 1st Infantry Division and deployed with the Division to Kosovo and Iraq. After leaving the Army, he worked on the personal staff of a U.S. Congresswoman and with the Joint Chiefs of Staff in preparing national-level strategy. Mr. Kanter earned his B.A. in Chemistry from Cornell University. He earned his M.A. in International Relations with a concentration in International Economics and Strategic Studies from the Johns Hopkins School for Advanced International Studies (SAIS).
