Technology, Industry & Deterrence in an Age of Hard Choices

As BENS continues to elevate solutions around building the arsenal of tomorrow, join us for a discussion to explore how emerging technologies, industrial capacity, and allied collaboration are reshaping deterrence and national security in the Great Power Competition.

Led by Dr. Eyck Freymann and Harry Harlem, co-authors of Arsenal of Democracy: Technology, Industry, and Deterrence in an Age of Hard Choices, the conversation will explore how Congress, industry, and allied governments must work together to expand production and integrate new technologies to preserve peace through strength.

The U.S. military stands at a moment of profound risk and uncertainty. China and its authoritarian partners have pulled ahead in defense industrial capacity and are fielding emerging defense technologies that put U.S. forces at risk. To deter a devastating conflict with China, America must rally its allies to build a new arsenal of democracy — a task that, given strained budgets, will require difficult choices.

Engage with the authors on their book’s comprehensive deterrence framework, which integrates military strategy, industrial capacity, and emerging technology. From undersea warfare and logistics to outer space, the authors will break down how the U.S. deterrence system functions — and how it must adapt.
