President & COO, Intelibits, LLC

Justin Freeh is the President and Chief Operating Officer of Intelibits, LLC, a provider of artificial intelligence and machine learning prototypes. Prior to this role, he served as the President and Chief Operating Officer of SCATR, Corp., a cybersecurity company that provides zero trust transmission security solutions to the U.S. national security community and critical infrastructure.

For a period of five years, Justin served as the President and Chief Operating Officer of Ncyber, LLC, a growth stage defense technology company focused on software development, advanced analytics, data science, and tailored information security solutions in the cyber domain. His tenure included the post-acquisition integration of the business by a Fortune 500, defense industrial base company, the transition of the company’s founder, and a multi-year period of sustained growth.

Prior to his role at Ncyber, Justin was the Vice President of Operations and Chief Legal Counsel at SAIFE, Inc. Earlier in his career, Justin spent several years in an investment management role at a Single-Family Office, with a private equity group. He was responsible for managing a technology-centric investment portfolio of cybersecurity solutions and leading operational improvements at three portfolio companies.

Justin proudly served as an active duty officer in the United States Navy, where he completed multiple deployments in support of Operation Iraqi Freedom and Operation Enduring Freedom as a Navy SEAL. In October of 2023, Justin was appointed to the Virginia Military Advisory Council by Governor Glenn Youngkin. He holds a BS from the U.S. Naval Academy, a JD from Georgetown University Law Center, an MBA from the Cornell Johnson Graduate School of Management, and an MPA from the Harvard Kennedy School of Government. He is an active member of the Bar in Maryland, Washington, D.C., and is Of Counsel to FSS, LLP.

Justin is the founder and president of the Custodes Libertatis Memorial Foundation, a 501(c)(3) public charity that funds post-secondary education for the children of fallen U.S. Naval Academy graduates. He serves on the Board of Trustees of the Naval War College Foundation and The Institute of World Politics. An active private investor, Justin is a co-founder of Littoral Capital Partners, LLC, a venture advisor to Squadra Ventures and IronGate Capital Advisors. Justin is a member of YPO’s U.S. Capital Chapter, a life member of the Council on Foreign Relations, and a member of Business Executives for National Security’s Board of Directors.
